How do I know if my pipes are frozen vs burst?

Frozen pipes still have water but no flow when you turn the tap. Burst pipes leak water continuously even with all fixtures off, and you'll often hear running water in walls or see wet drywall/ceiling stains. If frozen, the American Red Cross says: “Keep the faucet open” and apply heat with tools such as “an electric hair dryer”. What's the difference between a master plumber and a journeyman plumber?

A master plumber holds the highest state license tier — they can pull permits, supervise crews, and own a plumbing business. A journeyman plumber is qualified for hands-on work at that tier but typically operates under a master plumber's permit. Both can handle most residential repair and install work. Apprentices (third tier) work only under direct supervision.

Will the plumber pull the permit?

Usually — ask, because it is part of the cost. Any work that opens walls, replaces fixtures inside the wall, or alters drain/supply lines requires a city plumbing permit. In most cities the plumber pulls it on your behalf; confirm that on the estimate. Permit fees vary by city. Doing permitted work without a permit can void your homeowners insurance and create resale problems.
